課程概述 |
公共衛生透過社會集體力量，以預防疾病、延長壽命及促進人口健康為工作目標。政府政策的介入，乃是展現社會集體性力量的重要機制。公衛議題面向多元，但均牽涉政策制訂、行政運作、組織管理等知識。也因為如此，對於公共行政學與管理學的基本認識，乃是公衛領域不可或缺的核心知識。本課程介紹行政學與管理學基本概念，並將介紹行政與管理原理原則在公衛實務議題上的應用。
Public health aims to prevent disease, prolong life and promote health through collective social actions. The administration of government policies is considered one the most important mechanisms of collective social actions to achieve public health goals. While the spectrum of public health actions covers many issues, all public health actions involve policy development, public administration, and organization management. Therefore, basic knowledge about public health administration and management is essential for public health students. This course introduces the principles of public administration and management and discusses how these principles are applied in real-life public health practices.

每週課後作業Weekly assignment |
60% |
由教師依當週主題，提供1至4道習題，學生於上課日隔日中午12點前繳交作業至NTU COOL，至少6次，每次滿分10分。額外繳交給予加分，本項滿分60%。
The instructor will provide 1 to 4 questions one week before the class. Students should submit at least 6 assignments and the due time is 12:00 on the next day of the lecture. Bonus credits will be given for extra submissions up to 60%. |

依學生出席狀況與課堂參與討論表現進行評分，出席與發問由助教進行記錄。
Students will be graded by the TA according to their attendance and participation in discussions in the classroom. |

小組報告 Group project |

學生需組成3-5人小組，選取一個公衛行政或管理議題，於期末發表口頭報告(10%)及書面報告(20%)。
1. 請各小組在第8週(4/10)以前選定期末報告主題，並附上500字以內的摘要上傳NTU COOL繳交。
2. 報告評量將著重學生應用本學期課程內容及資訊素養程度。書面報告可以中文或英文撰寫，中文字數以3500字為限，英文字數以2000字為限，嚴禁抄襲違者不予計分。
Students should work in a group of 3-5 members on a self-selected PHA&M issue. They should make an oral presentation and submit a written report at the end of the semester.
1. Each group should select their topic of interest, write an abstract (max 500 words) and submit it to NTU COOL by week 8 (4/10).
2. The assessment will focus on the extent of information literacy. Plagiarism is strictly prohibited. |
